True.

 

But on the flip side, it might incentivize the good ones to step in\speak up more and help eliminate the problem.  With the issue in Minnesota, it seems that it has been a recurring theme for this bad cop but kept getting swept under the rug.

Better than punishing the taxpayer.  Use the peer pressure.  It's just one idea, not the only solution.
