I’ve also seen opinions that even if the pier had a modern barrier system it would have been ineffective due to the size and speed with which the Dali was moving. That building an adequate system to protect the pier would have been cost prohibitive.

Could a modern barrier system, even if it had failed; could it have bought more time to get the construction workers off of the bridge?

Ship that hit Baltimore bridge was 'unseaworthy' when it left port, city claims

The ship's owner has argued that it shouldn't be held liable for the crash.

I know everything works until it breaks, but it sure seems odds that the ship lost power less than a half an hour from leaving port.

It's also in the city's interest to argue that. 

I'm a bit skeptical that the sailors onboard would leave port in an unseaworthy vessel.

It is one thing to say the electrical generators onboard the Dali were faulty. It is another thing to say the entire ship was unseaworthy.

I doubt they have much say, any more than your typical pilot does on an airline known for sloppy maintenance.
