What it sounds like to me is that the Falcons handled the normal stuff like talking only to the agent for negotiations, but the part where they violated the rules was when whoever works for the team in charge of travel logistics contacted the players directly to make arrangements. Probably because the agreement to sign had already been done properly at that point, the NFL didn't feel it was as serious as contacting a player directly before an agreement is reached (in an attempt to have an edge in negotiations). The only thing that is stupid to me is that it took 3 months to investigate.
