Depends on what is meant by free "healthcare" and under what circumstances. EMTALA being passed meant that any person who shows up to an emergency room, regardless of whether they're legally residing in the country or not, will get treatment.

Of course that was passed by a GOP controlled Congress and signed by Reagan, so maybe he's a Dem now according to retarded trumpbot logic.
