Remind me when that that got finalized? government is slow at dispersing funds like this, because the gov't makes businesses jump through a ton of hoops. because taxpayers want accountability for the dollars being spent. these two things are at odds: disperse funds too quickly without due diligence and taxpayers (rightly) complain about tax dollars being wasted; take years to disperse funds because gov't is reviewing & selecting initial proposals, negotiating oversight etc. and taxpayers complain that the funds are coming too slowly.
