My guess, people may be reluctanct to report a sighting in real-time for fear of their own safety, or after the fact because they possibly may sympathize with him. But it'll be difficult for him to leave the country at this point, assuming there's enough fidelity in the survellience stills for facial recognition algos to find a match.
