When the clock goes from 1 to 0 it's not 0, it's 0.9, 0.8, 0.7.... the rule is when it hits 0 and the ref looks up, the ball needs to be snapped before he gets his eyes on the QB. I've always said once it gets below 1 second they should show the decimal point to erase all doubt.
