That said, a trade could still happen at any time but we'll likely have to wait until after the draft to see. If some team misses out on Edge rushers, I could see a late round pick offered for him. Other than that, we will have to hope he turns it around.

According to OverTheCap comp pick explanation, excerpted below, it is 4 pm East Coast time on the Monday following the NFL draft (I had the time wrong, but not the date). See below, excerpted. As you can see, it used to be the second Tuesday after the draft, but that ended 6 years ago. That Chiefs article you cite got a bit loose with the date -- the first full day when you can sign them without it counting against you is the first Tuesday, but you actually get the 8 hours before that on Monday as well (or 11 hours on the West coast). So the deadline for 2025 is 4pm East Coast time on April 28th. "Appendix V of the 2020 Collective Bargaining Agreement contains the binding bylaws of the compensatory pick system. App. V, §1 explains the basics as follows: [A] Compensatory Free Agent (“CFA”) shall be defined as an Unrestricted Free Agent (“UFA”) who: (i) signed with a new Club during the prior free agency signing period […] prior to 4:00 p.m., New York time, on the Monday following the NFL Draft for that League Year1 […]; and (ii) ranked within the top 35%2 of all League players […]. Clubs that lose to other Clubs a greater number of CFAs than they sign or acquire from other Clubs shall be eligible to receive a Compensatory Draft Selection in the College Draft to be held in the following League Year subject to the provisions set forth below. 1 Prior to 2015, this date was June 1, and from 2015-2019 this date was the second Tuesday after the NFL Draft." (That article is also a bit loose with the date, since it is only after 4 pm on that date (the 28th) when you can sign them without any comp pick effects.)

The last thing you want to see is a division rival getting an upgrade from us. It's cool that some guys that would have continued to be backups for us are potentially getting a shot to start on their new teams. Some may not work out and find their way back here in time --- kind of like Driscoll last year.

He warned everybody that there would be some moves that seemed to be head scratchers, but that assembling the roster doesn't end with free agency and the draft.

Almost certainly what Howie was warning about was that the Eagles had decided to go into "allow free agents to leave and accumulate compensatory picks" mode, meaning they were content to allow most of their own big name free agents (Williams, Sweat, Rodgers, Becton and others) sign with other teams, while not adding any significant free agents, in order to accumulate compensatory picks. Consequently, he knew there would almost certainly be no splash acquisitions during the period between the new league year starting and the end of the draft, other than perhaps re-signing one or two of their own free agents. Howie understands that if, for instance, you expect to lose, say, four significant free agents each of the next two years, it is much better to sign 8 free agents one year and 0 the next than 4 both years, because you accumulate 4 compensatory picks in the former case and 0 in the latter. Howie looks at the free agent landscape and decides which mode the Eagles want to be in (i.e., sign a lot or sign very few) and acts accordingly. (Typically when you have had a bad draft four years prior, you will be in sign a lot mode, while four years after a good draft you will be in sign very few mode).
