Municipalities need to have their priorities in proper order and fund law enforcement to the levels that are needed.

The Federal input doesn't have to go beyond a certain point in time the way I see it. Once things are established and underway the Federal resources can be phased out. The biggest thing is getting everyone aligned and using the Federal level to help jump start the plan with the idea being to pull back as soon as that is reasonable. Perhaps it takes a couple of years before all Fed input is is phased out but it can be a gradual thing and can drop quickly after the initial input. I do think manpower can be included early on.
