On April 29 free agent signings no longer impact the compensatory pick formula for next year. i think Howie is keeping his powder dry until then and will add both an edge and a safety then.

Rapp wouldn't get such a high contract that it would affect the comp pick formula. Rapp is also always hurt. Decent player when healthy. Should have signed Brisker to a bare bones 5.5M free agent contract. Howie must have something in mind for safety. They have munchkins back there and Epps is a good special teamer and an emergency in game player but he is not a full-time starter.

Yes and No. If they are unable to trade for an edge rusher or draft one very early (first or second) I could see them signing Bosa, Clowney, Floyd, or Fowler after the draft. I don't see them signing a safety and I certainly don't think it would be Rapp if they did. Someone who is just solid like Xavier Woods or Donovan Wilson would make more sense in my opinion. They already have that with Epps though and I would imagine they will draft a safety somewhere in the 2nd-4th round range to compete with him.
