Unfortunately, this happened two houses from mine, last Tuesday afternoon. I knew the man killed, but only when he was a 10 to 12 year old boy. His grandfather, who was my best friend, used to live in the house, but he passed away in 2012. His grandfather and I, used to go to amateur NASCAR style dirt track races in North Carolina at a racetrack named Dixieland, and we used to take Kenny with us at times.

As an adult, his appearance had changed so much, that I really didn't even realize that it was him living there. I thought it might be him, but I'm so occupied with my responsibilities though, that I just never got over there to talk to him.

I completely believe the story that the delivery driver was speeding through the neighborhood and that Kenny yelled at him to slow down. I wish it had stopped there, or maybe just get the license plate number and report the driver. A physical confrontation was not needed.

Don't put yourself in this kind of situation. Get the information and report the driver. Don't go attack him/her!

The reporter at about 24 seconds in the video, actually came to my house the day she did that report and wanted to interview me on camera. But I told her that I only knew him as a young child, not as an adult and I didn't have any information about what happened, so interviewing me was basically pointless. The man that they did interview as actually only lived in the neighborhood for about a year, on a different street and only had second hand information. But everyone that actually knew Kenny, apparently didn't want to go on camera.

CHESAPEAKE, Va. (WAVY) — Chesapeake Police say no criminal charges will be filed following a deadly shooting that occurred Tuesday afternoon, calling it a case of self-defense.

Officers were called to the 1300 block of Teresa Drive just before 3 p.m. for a report of a shooting. When officers arrived, they located 37-year-old Kenneth Lee Baum Jr. suffering from a gunshot wound. He later died from his injuries.

Shortly after the shooting, police said they were not looking for any suspects and that there was no threat to the public. After investigating and consulting with the Chesapeake Commonwealth’s Attorney’s Office, it was determined that no criminal charges will be filed at this time.

CPD: 37-year-old man fatally shot on Teresa Drive

Evidence revealed that a delivery driver was making a delivery to a residence on Teresa Drive. As the driver was attempting to leave, Baum blocked the delivery driver’s vehicle and a verbal altercation occurred.

Chesapeake Police also confirmed the delivery driver was allegedly speeding down the road, prompting Baum and his wife to provoke the confrontation. 

The altercation escalated when Baum began physically assaulting the delivery driver.

Baum was armed with an edged weapon and reengaged the delivery driver. He then threatened the delivery driver with serious bodily harm while armed with the edged weapon.

The delivery driver responded by firing his handgun, striking Baum. The driver then left the immediate area and reported the incident to police.

The edged weapon was recovered from the scene.

Police say the decision was made based on the totality of the evidence presented.

That's nuts. Physical confrontation should be an absolute last resort.

Sorry to hear it happened so close to home. It’s amazing people can become that agitated to try to harm another.

I didn't know his kids or his wife, but I knew his parents pretty well and his older sisters. I feel badly for all of them.

I understand his anger/frustration at delivery drivers speeding down the road. It happens here frequently, and I've seen him yell at drivers before. But the rest was too much. He should have just gotten the license plate number and called the police.
