You may not agree with the likes of Samuel Alito or Elana Kagan, but nobody will question their legal acumen. And federal district and appellate judges are usually the best and the brightest legal minds - with exceptions of course. But most states elect their judges, at least trial judges. So yes, they do have to have some political skill in that context.
