He could have done far more damage if that was the intent. I agree with barho that he was trying to flee and ended up where thick crowds of parade watchers were on either side and the marching band in the middle, and he decided to just plow through the band.

He should be done. This is a case where capital punishment is easily warranted. But if his intent was to kill a bunch of people he had the opportunity, so I suspect he's "just" human scum with no regard for life who was trying to get away from yet another criminal act.

I think Vikas has it right that both things can be true. He was fleeing a crime, so no premeditation, but when the opportunity to act on his psycho thoughts presented itself, he might have acted on it.

Let’s put it this way, if he was a white guy who posted fantasies about running over black people, and then he ran down a bunch of black children, you wouldn’t be claiming it was all a mere coincidence and that he was just a criminal who was spooked.

OK, then why did he slow down when he got to that location?  Serious question.... I mean, if he wanted to maximize, wouldn't he have maintained the high rate of speed or even speed up?  The overhead video shows him turning left, almost as if he is trying to find the point of least people and slowing down.  Then, once he knew there was no way out, he just floored it.

EDIT - and, just to be clear, I think he is POS that has no care for human life.  But I just wouldn't jump to the conclusion that crashing through a parade was his motive.  Not yet at least
