It's very possible that this is a "cap move" to free up space just in case ( I.E., if some malcontent on another team wants out in October and we can strike an equitable deal, the funds are available), otherwise just roll it back over to next year. I think he's giving himself enough room to do both the draft picks and a potential trade move. Ultimately I don't think he'll use that but then he'll roll money next year I guess.
