Dylan Roof wasn't charged with terrorism from what I recall, but he absolutely was one by the most commonly accepted definition. The Jan 6th traitors that breached the Capitol were also terrorists. Was Stephen Paddock? Debatable, but I lean towards no, since we know almost nothing of his motives. A random school shooting between two kids following an argument? Definitely not.
