As a comparison, Cleveland had the 10th highest at 24.09.

So Baltimore had a murder rate that was DOUBLE that of the city that had the 10th worst rate in the country.

The city with the 50th highest rate (which still isn’t good btw), was Newport News at 13.53.  So baltimores was about 4.5 times that.

The homicide rate across the country was 5.07 that year.  So Baltimore‘s over 10 times the national average.

So no, not "just a city”

Both Cleveland and Baltimore are hollowed-out cities.  What I mean by that is that while the metropolitan areas continue to grow, the city populations continue to shrink.  Both cities, though, have nice downtowns.
