And you have your house rep Congressman Smith or whatever. You can vote for Smith and Casey if you want. Or you can vote for their opponents… as before. If 51% of the electorate in PA does this, then PA goes for ‘no confidence.’ If then 51% of all 50 states (26) go no confidence, all of congress incumbents are ineligible and a second election is held.
