They just said they asked the question back in February and that some facilities included pipes in the kits, but no evidence that federal dollars were used to purchase them.

May 14, 20223 yr Author Here's how it works.... 25 Federal grants were given out of up to $400K to these organizations. They buy a bunch of non crack pipe supplies or offset the cost of salaries of employees. The organization then uses other funding that was offset by the grant money to buy the crack pipes and stick them in the kits with the rest of the federally funded paraphernalia. That way, they can deny that the crack pipes were bought with federal tax dollars.
