Well you have overworked DAs who will plead a case down to reduce workload, you have selfish DAs who will plead a case down to pad their conviction rate, and you have liberal DAs who will just outright not charge because "it’s racist”. Also from an actual enforcement standpoint it would require more and better trained investigators, which costs money, and conservatives don’t want more taxes in general and liberals don’t want more taxes for police. In terms of the number of guns, a higher number isn’t exactly indicative of greater access. More guns? Yeah, but the per capita gun ownership over the last fifty years has been around 40ish%. So more guns, yeah, but same number of households. Take for example my dad. Fiscal conservative. Owns hunting rifles. They’re kept in a safe. His dad? Kept his guns in a cabinet. In the past at schools you had actual shooting clubs. Kids would bring their rifles to school during deer season and keep them in the gun rack of their truck. I mean, there was a time that you could Mail order a fully automatic tommy gun with no ID or background check. And yet mass shootings didn’t happen. (Of note: the worst school massacre in US history happened back then, but it was done with explosives, not by firearms usage.) Most gun control efforts throughout history were done to keep firearms out of the hands of black men (Jim Crowe laws, 1968 gca, 1994 awb), with the exception being the 1934 nfa (which was enacted by the elites to try and disarm the Bonus Army, but they framed it as combatting gangsters, who stole all their weapons from the government anyway).
