I think mass media and the increase in population has a lot to do with it. They’re sensational so they get a lot of coverage they wouldn’t in the pre cable news days.

For example, in schools the number of shootings started up ticking in the 90s, which is in spite of youth access to firearms actually significantly decreasing since decades before. The argument can be made that during the 80s is when the phenomenon started with the whole going postal thing. Yeah, deinstitutionalization hasn’t worked out too well. On the other hand, the way some of the hospitals were being ran was pretty barbaric and lead to their closing. For some reason the other night the wife and I were talking about the homeless and the state hospital closings came up, which reminded me of Pennhurst . When I was still in the Guard, I had to go to an Armory near Philly for a class. It that was in one of the old buildings on the old Pennhurst grounds. I stayed over night by myself the first week end. I don’t believe in ghost or ish like that but being in one of those buildings overnight is pretty freaky. It’s a major Halloween attraction now.

I think the motivation should have been "make them better” versus "tear them down”. Anyone who is a habitual drug user, is a habitual criminal, or habitually homeless obviously has some severe mental health issues. I don’t want to throw them in a cage, but they need mental health help and confinement. Hopefully they could be rehabilitated, but if not keep them confined. It doesn’t need to be five star resort, but I don’t see why it can’t be some kind of tiered accommodations ranging from an assisted living type of accommodation to straight up confinement. Patients get the needed meds and therapy sessions.
