If so, are they still allowing teams to protect a certain number of players on the practice squad every week? If yes and yes then he’d be one I would protect until Elliott is 100%.

A player is allowed three such call-ups during the year, so he would be allowed to stay on the practice squad for a couple more weeks and still be able to play in games. Theoretically he could kick against the Cowboys and Steelers while still being on the practice squad. After that, he would have to be placed on the active roster in order to kick against the Texans. But we expect Elliott back sooner rather than later, so Dicker may never kick again for the Eagles. He would revert back to the practice squad this week. In effect, he's really a free agent at that point and can sign with any team he chooses. If another team wants him on their practice squad, he would be free to join them if he wanted. But why would he? On the other hand, if another team wants him on their 53-man roster, he would almost certainly agree to that.
