I would be willing to bet that most of them have been partaking in the weed while over there and, and at the direction of the Oligarchs who own the teams, the authorities have looked the other way. With the war in Ukraine underway Putin then decided to change that and make a high profile example out of her, putting President Pop Pop in a tough spot in the process. Sure, it was against their law, but their sudden enforcement of it was pure political calculation. JMHO.
