Oddly enough, I can see a greater reason to lie and say they did, even though they didn't. While I don't believe the common MIHOP or LIHOP 9-11 theories, I do think it's very fair to say the government dropped the ball big time. If they had shot down FL93, it would have been the only time all that day that they took action to stop part of the attack. Finally, making the decision to shoot down a commercial airliner knowing innocent civilians were on board would have to be one of the most gut wrenching decisions someone would have to make, however, given what had already happened that day, not only would the decision be justified, I would say it'd have been downright negligent NOT to have made the decision.
