It is the second varient.  SARS-CoV-1 was discovered in 2007-ish and was the SARS pandemic that got a lot of media attention but never happened.

The current Covid strain is the result of multiple mutations that have resulted in reduced severity, coupled with immunity derived from vaccines and naturally. It's very different from the original strain.

Any story that broke when Trump was president that was unflattering to the fat arse in chief was immediately debunked as fake news (the not going to a memorial service because it was raining, and calling fallen soldiers losers and suckers comes to mind). Now anonymous sources are accepted as gospel truth.

I guess the title of the agency is a bit of a misnomer, based on how they were originally created to study nuke developments (both domestic and abroad), but have since greatly expanded to cover general science developments more broadly. I agree that it's still not as much weight as an agency like the CIA coming to this conclusion. As far as I know, they are still in the undecided camp, which is where the DoE was prior to this report.
