I'm not sure that there's any constitutionality to support invalidation of Presidential actions like that, other than the 25th Amendment, which Harris and the Cabinet will not invoke and even if they did, she'd become (at the very least), acting President and she wouldn't reverse any reversible decisions. 

It could potentially spark conversations to give Congress that sort of power, but it would likely have such a high bar of approval that it would have to be extremely egregious... to the point of gaining a super majority, which isn't an easy bar to clear (and shouldn't be an easy one). 

I would assume that the headline is specifically referring to the pardons? I don't believe that there's any provisions for reversing pardons, or disapproving them once they're granted and executed. Again, these pardons could potentially open the discussion toward limiting the Pardon power or making it reviewable by Congress. But that wouldn't affect Biden's pardons. It would (most likely) require a Constitutional Amendment for that and that's not an easy thing to get through the process.

If a Convention of States ever takes place, that could be something that's debated. It would still have to be ratified though, and even if that process began today, it likely wouldn't even be in effect for the entirety of Trump's new Presidency.

I tend to agree.  Competency issues that normally would apply to matters like contracts and criminal behavior probably wouldn't apply to presidential pardons.  Seems as though the way the Constitution is set up, without a 25th amendment invocation, the president would be deemed competent to issue pardons and the like.

The problem with the 25th Amendment is that it requires a majority of the Cabinet and Vice President to invoke it and there's no legal requirement for the Vice President to do so even if there is a dire medical need for it like when President Reagan was shot and in surgery to save his life. In that case, it was not invoked. Of course, we were safe at that time because Alexander Haig was 'in charge'... :huh: 

I don't know how it could be done in such a way that it couldn't be abused politically, but there probably ought to be a way by which Congress can require invocation of the 25th Amendment. But I see huge potential for political abuse there. Especially in a rare case where there isn't a VP and the Speaker of the House is of the opposite party, which would make the Speaker the acting President.
