They've been allowed 2 alternates for years, but only 1 alternate helmet. So they always did black except the one year they did the Kelly Green that wasn't right. 

Lurie actually petitioned the league for a 2nd alternate helmet. Now that it was approved  they did full Kelly Green. But wanted to also do black.
