Exactly.They all sign. The last one I remember holding out as long as he could due to the wording and fine print was Marcus Mariota because the Titans told him he could not surf and put it in the contract. He still signed with time to spare. 

There was some speculation that rookies that haven't signed contracts yet could potentially elect to not sign (the pandemic gives them the opt out option).

The NFL put an end to that though by saying they would have to sign next year for the same deal. Same thing with players holding out signing the franchise tag and opting out. NFL made it so they can't use it against the team. Those players still will have that year under contract, just for 2021 instead. So they get no benefits for not signing or opting out other then they dont take the risk of getting covid. I think it was a good move by the NFL to think of that.
