The D.C. crash was inevitable.  It was a huge deal when they reduced vertical separation in RVSM airspace from 2,000 feet to what was felt to be an absolute minimum of 1,000 feet in enroute airspace where traffic is spread out.  This procedure only had 300 or 400 feet separation built in, and was funneling traffic into one point (Reagan National) with one aircraft on final approach, so their focus was on looking at the runway.

It was phased in starting in 1997.

It's in the midst of an overhaul called "Next Generation Airspace" which involves several technologies.  The idea is to replace ground based navigation aids with satellites under a program called Performance Based Navigation (PBN) and basically replace ground based radars with Automatic Dependent Surveillance–Broadcast (ADS-B); those are the big two, and they are not without their issues.  Additionally, they're replacing voice communication as much as possible with data link under programs like Controller Pilot Data Link Communications (CPDLC) and adding ASDE-X Taxiway Arrival Prediction (ATAP) at airports to prevent those pesky cases of planes landing on a taxiway by mistake.
