I don't think he meant to hit Allen in the knee but that looked intentional to me on the replay.

To me on the replay it looks unintentional. Peppers his tripped up by Gibson and then falls into Allen. Is it possible he intended to break his fall into Allen's ankles? Yes, but since he lost his footing due to Gibson's block its also possible it was unintentional.
