How about this. Time for the Federal Government to Nationalize the Ercot Energy Market and force them to switch to the National Grid. Then arrest the Ercot board for failing to winterize their grid resulting in the blackout and send them all to a Super Max prison in Colorado. 

One can dream.

So Texas' ERCOT board is mostly made up of out of state people.
