In exchange, recipients will forfeit US citizenship. The program should have a ten year window of opportunity for ppl to choose whether they want to participate or not. Those who feel they've surmounted the obstacles in their forebearers' paths and earned a decent share of the American Dream can continue on with their family's achievements while those who feel they'd be better off if their ancestors had never been sold into slavery can go back and have a fresh start.
