Perhaps you're the ignorant one here. There was a concerted effort to starve it of resources by requiring it to pre-allocate their retiree health-benefits. At the very least, they made a bad situation much worse.

That it failed is not particularly relevant. The  strategy is predicated on starving programs of funding and non-functional. 

To say that no part of the approach involved sabotaging government from the inside is folly.

Logically the approach has some merit, it failing just means government can't be trusted on deficit spending. Which you said, and I agree.
