So my understanding (which may well be incorrect) is that the FEMA yearly budget is set based on the average damage costs, with the idea that in the case of larger natural disasters more funding is typically dispensed as needed by congress.  Is that right or wrong?

I think that applies to all fed. programs. 

Hence the whole "spend it now so you can get more next year" mindset that is pervasive in the Fed govt.

Sort of.  In the case of FEMA, their budget comes in two pots - operational for the year and disaster response funding.  Because of government funding laws, Congress has to appropriate funds this way and the supplemental appropriate funds in response to disasters.  

 

As much as lefty Twitter wants to spin it, the voting against FEMA bill did not affect disaster relief funds.

I don't know what's worse: When a politician votes against authorizing funds for disaster relief and then complains about the need for disaster relief funds, or when a politician votes against an infrastructure bill, and then brags about a project that gets constructed in their district using the funds from the infrastructure bill they voted against. 

Both are terribly slimy.

Sure, but on the other hand the hand wringing over "FEMA said they won't have enough funds to last this season while the US government is sending millions in x,y,z" is also disingenuous. That's how FEMA funding is supposed to work. They don't set the yearly budget in anticipation of 2 massive hurricanes making landfall within 1 month. They need additional congressional appropriations, which is standard for these big events.

That's not true. HR 9747 was passed in late September, and that included authorizations for the Disaster Relief Fund.

Actually, DeSantis said that Kamala lied and she never called him once - and that DeSantis spoke with Biden and the funds have been allocated, so not sure what you're smoking.
