Not sure about Howard specifically but they had to put Jackson on the 53 so he can play later this season when his back heals.  Same with Dickerson and possibly McLeod so that's 2 or 3 spots on the 53 that will certainly change.

My guess is they'll bring Howard back once they move guys off the 53 man roster and onto the various PUP and IR designations.

Agreed. Jackson will go on short term IR. Wouldn't be surprised if Taylor did as well

Dickerson certainly will so we'll see how things look over the next few days.  They also may hold off bringing back vested vets like Howard and Rodgers until after the first game so their contracts aren't guaranteed.  It's still early in the chess match.

Or they think he’s unlikely to be signed by another team while they adjust the roster and will still be available.

They needed to keep T. Jackson on the 53 so they can IR him and bring him back later in the season. That means they plan to bring at least 1 vested veteran back after that move. It could be Howard or Rodgers. I like both players as backups, but think Rodgers is a little bit more valuable because of his blocking. The real surprise to me was Stoll making the 53. If they are so high on Jackson that they will expose 1 player  for a day, then what are they expecting from Stoll? He'll likely be inactive all season. 

My thoughts on the "final” 53:

As we see every year, more moves will be made over the next few days to tweak the roster.

They’ll now place TE Tyree Jackson on short term IR … that way he can be added back to the roster and contribute this year rather than being shelved for the entire season had they put him on IR prior to the cutdown deadline.  

That will open a roster spot - I believe they will then bring back Rodgers.  

I think they’ll probably also have interest in bringing back Howard but needed a roster spot for another player they plan to place on short term IR (or they want to bring him back after week 1 when his full 2021 salary will no longer be guaranteed).  Hard to think they roll with only 3 RBs.

Seems stupid and keeping pathetic Toth rather than a 5th DT makes no sense unless they plan to find a better DT than Ridgeway from other cuts and find a way to out Toth on the PS. Maybe they can still get Howard when someone gets injured.

I don't get why JJAW gets another chance? And surely the depth at DT is severely lacking?

If they wanted to keep a receiver with size, the choice would have been between JJAW and Fulgham.  And this year, in both camp and preseason games, JJAW has shown more.  Granted, that doesn't say much.  But, if it's a choice between the two, JJAW was better.

Williams can play both DE and DT.

The starters will probably be ok for the most part... maybe. There's no way we are getting through this season with all of our starters. When the backup o linemen have to start playing, that's when the real pain begins. Ditto the secondary.

Yup.  The initial look 53 is never the "final" 53.  In fact, there is no such thing as The Final 53.  It's still possible that Dickerson could be moved to IR as well.  We could see a couple of guys brought back.
