It is much better to play it out that way than to announce that it was done and then either stop searching before obtaining confirmation or after an appropriate time to rule out other possibilities or else keep searching and prove your theory wrong.

Also, going public with the level of confidence in their assessment could indicate how sensitive the equipment is being used for listening. Plenty of obvious reasons why they'd want to understate that as VABeach was alluding to a couple days ago.
