It just ends up being a business deal: if you're willing to take x dollars in federal funding, you have to abide by the rules of the contract. Student loans end up in the pockets of the universities, but the money is debt held by the student themselves so while it's effectively a subsidy it doesn't actually have the same amount of leverage as research grants from the government. But if a university is blackballed from grants by the gov't for research, it can really hurt them badly enough that it behooves them to follow the rules to make sure that funding continues.

From "prestigious" schools no less. k-12 has been an abysmal failure for quite some time so it only stands to reason they are coming into college lacking critical thinking skills. I stopped teaching undergrads about 8 years ago and was depressed by their inability to do basic things like make a coherent argument and use logic and facts to support their premises. I still teach a grad class here and there, but my grad students are pretty sharp for the most part.
