Because it's a false report. You should just assume anything posted by sloth is stupid and wrong. 

The causeway leading to the pier broke off in heavy seas. It didn't float away or sink. It's being repaired. Should be back in action within a week. 

The temporary docks from D-Day are "hanging in there" in the sense that they technically still are there sunk in the harbor but some still visible. And they were protected from serious damage by ships sunk to create the artificial harbor.

80 years of having little to no maintenance on them vs they couldn't cope with rough seas but spent $320m on it.  That's bad workpersonship on an epic scale

The English Channel is hardly a mill pond either - the Biden pier looked like something they build on the Grand Tour/Top Gear for 50p
