They didn’t all have them but he is correct that they were allowed to have at least one. They were allowed to carry them in public if they did so with it strapped across their backs. If they carried it in any sort of "ready” position, they could be targeted but our troops.

Operating this way, MAY persuade local Palestinians to cooperate and turnover information on Hamas. Lofting bombs from afar and expecting help from the locals would not have.

In many western military practices the act of air power proceeds the movement of ground forces.

Ask the Russians in Ukraine what happens when you try to progress with ground forces alone.

Nope. Ukraine has a functioning government that is working to protect it's people from the aggression of an outside invasion force.

Hamas is an Iranian proxy terror organization using the people under it's leadership as human shields.

Very different circumstances. But I forgive you for not being able to comprehend such things.
