Someone would have had to file a petition for a restraining order and then get it approved by the court.   Him just checking himself into an institution or saying he wanted to shoot a place up isn’t enough on its own.  If he was involuntarily committed, he’d be prohibited without the need for a restraining order.

I’m not pretending to be an expert on the law, and I know that PA is likely different anyway, but I had a cousin that had, for lack of a better term, a mental breakdown and was committed to a mental institution. Years later he attempted to purchase a hand gun and was denied because he answered ‘no’ on the question about if he’d ever been in a mental hospital because he was so out of it during his time there that he thought he was in a regular hospital.  According to his family (and they were going off his lawyer’s advice) if he’d have answered that question truthfully he would have been able to purchase the hand gun. And there is absolutely no way he should’ve been a gun owner given his mental issues (schizophrenia, bipolar disorder, etc).

section 1.E.1

E. Has been:  

(1) Committed involuntarily to a hospital pursuant to an order of the District Court under Title 34‑B, section 3864 because the person was found to present a likelihood of serious harm, as defined under Title 34‑B, section 3801, subsection 4‑A, paragraphs A to C;  
 
key word: Involuntarily.   So if you voluntarily check yourself into a hospital, then this wouldn’t prohibit you from possessing a firearm.   So like I said, if he had checked himself into the hospital, then that wouldn’t mean he couldn’t possess the gun.

Still at large, wtf. My guess is if they don't find him by Sunday, he got on a boat and offed himself.

I am thinking he's dead.  Hope they find out soon.  

He won't be able to get too far. He won't be able to use credit cards or access any cash. He abandoned his vehicle. So, he will have to steal a car, and rob a person or a business to get cash. Without funds, no food or water too. 

The longer this goes, the more likely he will surrender or end up dead.

His neighbor said he knows the woods and can hide there for a while. I hope he offed himself and they find the remains. 

They found his car parked near a boat launch, and his boat is gone. He could be at the bottom of the river, and who knows if they will ever find him.

CNN saying his note indicates he is/was not expecting to be found alive.

So he takes his boat to go suicide in private? I mean, yeah, it's possible. He could also be Fing with LE.

Police said Monday that suspect Robert Card was visited by police multiple times before his death. The local sheriff's department revealed they responded to Card's home in May, due to family concerns over the man's health, according to a press release. 

Easier to blame the guns after the fact rather than actually doing something about a person who has been reported to have mental health issues and had access to numerous weapons.

How about the broken process that allows somebody the military will not allow to have a gun, make threats to shoot places, trigger LE checks, and he still goes out and kills people?
