It's almost like it's a wholly indefensible pattern of behavior here. In any case, the rationale behind Hicks causing the outbreak is that it's more likely due to her milder symptoms the time from infectiousness to being symptomatic would be longer, and thus more likely she had it before most. She was the first to test positive and was known to have earlier contact with Trump preceding her test result. Rationale behind McDaniel causing the outbreak is she was the only one with a documented prior exposure when she came into contact with an infected family member before the debate.
