I don't think he needs it either. But I can really think of two reasons why Garland would name special counsel. Typically it is because DOJ would be conflict of interest. As in the Mueller probe, after Trump fired FBI Director Comey there were deep conflicts within the department. So do the charges involve DOJ? If not, then is it political? Garland was hired by Trump's successor. He would want independent counsel to review the charges to remove any claims of bias/witch-hunt that will be sure to follow.

The move would appear to be the end of the road for Trump in the years long saga of a House subpoena for his tax records in the stated interest of drafting oversight legislation.
