I was never in the military, but when we have ceremonies with scouts the standard is to give the scout salute. Typically, we’re in our "Class A” uniforms during these ceremonies and it has been explained to me that it is appropriate to salute as long as you’re in uniform by another leader that is former military. This weekend we were at a ceremony wearing "Class B uniforms” which are basically a hoodie due to the temperature so I wasn’t sure whether to salute or hand over heart. I figured it is always safe to hand over heart.

My kid's Cub Scout pack declared the activity Class B shirt is a uniform, so they would do the Cub Scout salute as long as they were wearing either uniform. Protocol depends on the scout unit I guess? Wait until summer camp. They consider every scout is in uniform and salute the flag even if they are wearing street clothes, athletic shorts, swimming attire, whatever.
