If Foles wins a second SB with another team, does that put him in the mix for HOF? Is it all about minimum level of stats? Or is it about Fame?

No. It is a mix of championship success, team success, and individual success. And sustaining that for a long period of time. There are exceptions, but not many these days. A Gale Sayers career at RB would never get into the HoF these days. Terrell Davis finally got in, but he had all of that, but just on a shorter career. Same with Kurt Warner. Foles really only has the championship success and flashes of the others, but nothing sustained, even for a short period of time.

11 years with the team.  150 passing td's.  105 ints.  22877 yards passing.  4482 yards rushing.  63-43-1 record in games started.

For the 80s and early 90s NFL? Yes those are good numbers.

Had a better QB rating than Jim Kelly several seasons. Some seasons with a higher rating than Marino and Montana. But hey, those guys are scrubs. 
 

Randall was given little help on offense, and still put up very good numbers. Would have been even better if not for two major season ending injuries in 91 and 93. That was right in the middle of his prime years.

Some people only look at raw numbers without context and think that gives them a complete picture of the player.  They don't consider the era, the contemporaries from that era, and as you pointed out, the lack of surrounding talent he had.  Could you imagine Randall with the weapons that Wentz had his first couple of years.  The OL for Randall was dogcrap.  Never had a decent RB in the backfield.  His only true weapon was Keith Jackson.

Concerning the OL, Wentz was sacked 50 times last year, as mobile as Randall was, he was sacked 72 time one year, and I agree, Keith Jackson was his best weapon.

If the Eagles had an offensive mind when Randall was there he'd be a HOFer, truth be told, he should be a HOFer now, dude was a electrifying player with the likes we'd never seen before.

Yeah, a coaching philosophy of leaning on the defense and just relying on Randall to make a couple big plays each game didn’t do him any favors.

And having his QB coach, Doug Scovil die while he was still developing was devastating.
