That's why, say if it were a POC wanting to kill whitey because he hates whitey, or vice versa, it's technically not terrorism IMO. I still say any event like this should be treated as terrorism until it's proven it's not. If it turns out to be a wacko who killed a bunch of people because he's a wacko, fine. But I'd assume labeling it as terrorism allows more tools to be brought into play during the investigation and time could be a factor depending on if the guy is acting alone or not.
