I just presented data to be open minded about the state of our public education system. The education seems pretty great for blacks and Hispanics as well — they both outcompete their racial groups in the US.

I don't know about your numbers/interpretation but this is where you see the left stop being so "pro-science"

These types of studies are becoming a big no-no in anthropology, psychology, and neuroscience departments

A really fast way to lose your funding - you can't even propose a hypothesis to investigate because nobody wants to see the answers

To answer your question, if you watched the video with the news footage you could answer your own question.  They are framing it as charged to go to work, but it's a toll on entering a designated part of the city.  Higher pay for trucks than cars.  So if you have to drive into that area for work or deliveries, you have to pay to get there.  So it's true, as Obi-Wan said "from a certain point of view."
