The Chinese Ministry of Public Security is accused of setting up overseas police stations. They claim to help Chinese nationals with bureaucratic assistance, like passport renewals and integrating immigrants. But they are accused of harassing individuals wanted by Chinese government (ie. pro-democracy), to return to China where they would immediately be detained.

The report said the stations were an extension of Beijing's efforts to pressure some Chinese nationals or their relatives abroad to return to China to face criminal charges. It also linked them to activities of China's United Front Work Department, a Communist Party body charged with spreading its influence and propaganda overseas.
