Yep it was.  And I get that it was good coverage by the DB but you can’t touch the WR before the ball is there and the DB had his arm all over Smith prior to the ball getting there.  
 

That said,  if the pass interference is that "light” it rarely gets called nowadays.  You pretty much need to mug the WR for it to get called.

Only way he catches that is if he used his hands instead of his body. And that would have been ridiculous. The DBs arm was in there.
