But on the flip side, it might incentivize the good ones to step in\speak up more and help eliminate the problem.  With the issue in Minnesota, it seems that it has been a recurring theme for this bad cop but kept getting swept under the rug.

Yeah it's not so much that the good cops can step in and speak out, it's that the unions make it impossible to fire them and there's no process to strip their credentials.
