No, they’re different. There’s often crossover but they’re not the same thing. Russia’s problem isn’t that it has too many social programs, it’s that it’s run by a fascist dictator.

It's an oligarchy/kleptocracy. 

It bears some similarities but it's not the same. The state has FAR more power in Russia than it did in the US .. ever.

In the history of the US there has never been an executive who wielded the same kind of power and enriched himself to the same status as Putin. And so much of his power derives from his economic kingmaker status.

It's VERY different.
