We are non residents who do not work in new jersey, but we had to file with them because we bought, renovated and sold a property last year. As part of the sale, they had to withhold capital gains taxes, which got logged into a system. Then when we filed, we showed the $$$ we put into it to reduce the gains and get some (or all) of our withheld taxes back. Problem is, the system that process taxes isn't hooked into whatever system the used to hold the details of our sale, so they automatically reject it. (This is our assumption given the hoops we had to jump through). So you have to call up and say "Hey, we sold this property on MM/DD/YYYY can you look it up to process our return". Outside of being on hold for an hour interrupted by a few clarifying questions or being told the servers are slow today, they knew what the deal was and was fairly painless. If you don't know to do that, tough luck, they are going to keep your $$$ that you are entitled to. Which is kind of F'd up IMO

Deportation of millions of people and the execution of political rivals. God bless America.
